Who's Who in FIAT/IFTA

N ew members of the Executive Council, the Commissions or any other office of FIAT/IFTA will be presented here. That also goes for new members of FIAT/IFTA. Questions have been formulated by Katharina Robertsson Reimer, the Administrative Coordinator of the organization.

EXECUTIVE COUNCIL MEMBERS

Mr Wolfgang Dehn, Treasurer of FIAT/IFTA,
EC-member for several years.
Head of the Documentation and Archive Department
at the Südwestrundfunk (SWR)
P.O. Box 820
D-76522 BADEN-BADEN, GERMANY
Phone: +49 7221 929 2519
Fax: +49 7221 929 2062
E-mail: wolfgang.dehn@swr-online.de
Education: Degree in Economy at the Karlsruhe
University.
Postgraduate studies in Scientific Documentation.

Mr Dehn, what is your background and how come that you started working with television archives?

I was born in the beautiful City of Baden-Baden, located at the border of the Black Forest. My favorite interests are tennis and skiing, but the most important is the time spent with my family and friends.

As a student, I had my first experiences with broadcasting at SWF Radio. After my degree as Scientific Documentalist, SWF-Television made an offer in 1978 to become Editor (Documentation) in the TV-Archive. I was concerned with the optimization of the work flows in Documentation and Content-Management; since 1985, I am head of the TV-Archive of SWF, and after the merger to SWR in 1998, I am head of all Archives (TV, Radio, Print) in Baden-Baden and deputy Head of SWR Archives.

What does your daily work consist of as Head of Archive?

Communication with the members of the staff, and within the hierarchical structures of SWR, is the most important work field - and therefore with a related impact on my time-budget. Conceptional and strategic planning for the challenge of the future, digitization, requires most of the remaining time (and often important additional parts of what I hoped to have preserved for the private life).

SWR being now the second largest broadcaster inside the ARD (Arbeitsgemeinschaften der öffentlich-rechtlichen Rundfunkanstalten der Bundesrepublik Deutschland), this leads to an increased responsibility for conceptional leadership in fields like metadata-systems, IT and digitization, program-exchange etc. On the other side, as in any merger, there is an expectation for rationalization and a pressure to reduce the staff, a problem leading to serious concerns in all levels of the staff.

The goals for your archive, what would they be, and do you see any specific problems?

I wouldn't define all concerns as problems, most of them are rather a challenge for finding the optimal solution. At the Archives of SWR, we tried to break up the traditional separation of television, radio, print, and library: the result is a so-called bimedial organization with the claim to satisfy any demands of editors involved in the production-chain, be it radio, or TV, or both together for editorial units like the sports department.

You have got an important role in FIAT/IFTA as the treasurer of the organization, what does that implicate to you?

Being treasurer of FIAT/IFTA means to be involved in international banking problems all over the year. On the other hand, it leads to contacts all over the World to FIAT-Members, a very fruitful basis for discussion and exchange of opinions and visions about the actual and future developments.

The (R)evolution from the analogue to the digital broadcast world leads to many open issues: FIAT/IFTA offers an open forum to its members and plays an important role as Coordinator between the broadcasters' World (television and radio) and the technological industry.

Mr Yazici, could you please tell us about yourself and your professional career?

After my education I have been working under different departments of the TRT - the technical, administrative and production areas as chief engineer for consulting. In 1999, I was given responsibility to improve TRT audio visual archives. For me, public broadcasting is everything especially when you know a little bit of every department.

What does your daily work consist of at the TRT?

Normally it consists of managerial items. To manage and allocate people to do a correct job. About the future I wish to improve the archive situation, to listen to new ideas and to visualize them in projects to make them be realized.

What kind of problems exist at your archive and what can you do to get them solved?

We have got all kind of problems but I think that it would not be impossible to get rid of them. We have got excellent support from my General Director and Executive staff at TRT. The company is under a reorganization process and therefore I hope that the TRT Archive 2000 will be the first step to motivate people. If you implement a new project, the best measure for it is the amount of usage by producers and journalists. What ever we do must add value to the producers and journalists and to the production process. If they get benefit in their daily job we are in the correct direction.

What do you wish FIAT/IFTA to do to help your archive?

Let me tell you an analogy for this: "Broadcasting is similar to cooking. You spend so much time to prepare meals, and they are consumed in minutes. By means of new technologies, we are able to pass along a new environment which belongs to the fast food industry, but we should not lose the taste of our national cultural kitchens. Everyone of our national archives has the unique ingredients of our World for giving the best quality service to our audience. In the future it will be possible to deliver ingredients without geographical limits by digital means". All this means solidarity, to be able to use the ingredients that your sisters have. FIAT/IFTA gives you this chance.

What are the most important questions that FIAT/IFTA stands for in your opinion?

Our archives are not only our national cultural heritage but the heritage of human being. By respecting copy rights they may be used internationally. All kind of problems existing under this phrase may be solved by the FIAT/IFTA cooperation.

How can we try to help less situated archives to get better possibilities?

We have to create a model for contemporary archives and to have metadata-standards for exchanging archive material. We have to cooperate. I would like to give special thanks to FIAT, BBC, RAI SWR ORF, RTBF and others for their good will to cooperate with us for this subject.

E-mail: johannes.kraus@orf.at
Education: Has been studying history and archival sciences.

Mr Kraus, how did you first get in contact with television?

I was just by chance employed by Peter Dusek. In 1992 I begun my career as a documentalist in the Documentation and Archives Departement of the ORF. Moving from the storage group to the historical archive, participating in the production of documentaries as well as in documentation of current programmes and daily research-services and finally working in journalistic areas, producing various kind of minor programmes both for news and for entertainment departments.

Meanwhile, I am occupied with EU-projects like EUROMEDIA and VICAR, information management (including database-development, information integration and programming of minor application on basis of MS-Access) and intra net activities.

As a new member of the Technical Commission of FIAT/IFTA, what are you especially interested in achieving?

The conversion of classic video-technology and computer-technology will be one of the major future developments. It will be a crucial question for the video/broadcasting-technologists whether they will have to "retreat" from the field of standard day-to-day production, which may be "occupied" by IT-technologists. This is a shift in terms of the technological approach and a set of shifts in terms of formats. The latter, the preservation of tapes, machines, (personnel) know-how, is the primary focus of the Technical Commission. This attention to technical history is no solely an academic topic but a resource of know-how, advice and help for those endangered by the ever faster widening gap between financial resources and the need for transfer of material.

What could FIAT/IFTA do to help in these situations?

In my observations I would like to concentrate on the mentioned process of introducing IT-World technology to broadcast practice and the consequences for archiving. A learning phase will have to stand at the start.
