FIAT/IFTA Programme and Production Commission Meeting in Baden Baden, 15-17 May 2003

The Legacy project

The first part of the morning was spent planning the allocation of work packages for the P&PC Legacy Project. It was agreed to that the leader of each work package would outline what they would do & the time table.

Update of the existing FIAT selection guidelines

Review current FIAT Selection Guidelines :
  • Contextualise the existing guidelines
  • Review application to current state of archive management
  • Focus on selection,de-selection and disposal criteria and process for Rushes
Output :
  • a revised version of the Guidelines, introduced by a foreword explaining the new context and questions arising from it eg the impact of increased production output ; benefits and costs of new technology
  • to be published on the FIAT web site, and printed if needed
Action :
  • All members of P&PC to send their comments on the current use/relevance of the guidelines with any amendment by end of June. 
  • Comments are also welcome from members

Selection Charter for migration of Legacy Archives (first draft)

WP 1 : Contextualise the challenge

Action :
  • Sue Malden to draft for comments from others

WP 2 : Current migration strategies

This chapter needs to include a definition of migration ie for access purpose, and for preservation. This will look at the different options.

Action :

Birgitte Rathsach to look at the MMC Digital Survey to get examples

WP 3 : Criteria for prioritising transfer / digitisation

Action :
  • Brid Dooley & Ruth Stifter to develop notion of de-selection & co-ordinate ideas from all
  • All send views to Brid by 15 June

WP 4 : Processes & methods

This chapter is intended for archive managers with guidelines on how to prioritise selection

Action :
  • Billy Segal to draft a list using Escort2.4 possibly with help from Alicia Conessa

WP 5 : Technical options

Action :
  • Sue to produce a summary of Presto, including a reference to Catherine Lacken's paper on the transfers at SWR

WP 6 : Cost benefit analysis

Action :
  • Dominique, based on INA work
  • Processes : Roberto, based on RAI experience

WP 7 : Time has run out

This chapter is intended for archive managers and political officials. If all the required funding is not forthcoming or time runs out ! What can be done ? International examples of solutions

Calendar :

  • July 2003 : all to outline the details of their workpackages ie what they will do & when
  • August 2003 : edition of the charter
  • September 2003 : publication and presentation at the Annual Conference

  • The FIAT Selection Charter for Migration of Legacy Archives

Awards

The commission spent considerable time viewing and evaluating the programmes nominated for the FIAT Televison Archive Award. Three programmes were shortlisted. The commission then reviewed all the New Media Award nominations and a winner was selected.

Miscellaneous

Billy Segal will complete the editing of the Dictionary of Sales terms - with assistance from Commission colleagues and FOCAL

Ruth Stifter provided an excellent analysis of the results of the Members questionnaire that was conducted at the conference

There was a joint meeting with the MMC and the General Secretary to continue planning for the Annual conference in Brussels

There were 3 very interesting demonstrations :

  • The newly launched Members database by Roberto Rossetto & Margharita Scaravino of RAI
  • The SWR Rights System
  • Jean-Hughes Chenot showed the new automatic tape splice repair equipment developed as part of the Presto project.

Next meeting : date (21/22 Nov or 28/29 Nov 2003) and location (possibly Madrid) to be confirmed.
